As a result, the United States’ technological lead, competitive edge, and strategic military advantages are at risk; and our national security interests could be compromised.

Both classified and unclassified technologies are targeted. When adversaries are able to collect enough information, they can piece it together and learn things—even classified things—which have serious consequences to U.S. national security.
